Politicians may see it as the expression of current government policy, accommodating the recurrent tensions between such groups as employees and employers, conservationists and developers, and so on. Poor people may see it as hostile and inaccessible. Rich people may see it as something they employ their tax adviser to outwit, or which protects them from the forces of violence and disorder.
