Richardson refused. He had a number of reasons for his refusal. The president's request went against the rule of law (meaning that laws apply to everyone equally). Richardson was determined to uphold the independence of the special prosecutor (meaning that there would be no political interference.) Richardson had also promised Congress that there would be no interference to prevent the prosecutor from doing his job and Richardson was a man of his word.
