School districts are rapidly becoming social service agencies, rather than educational institutions. The basic health and safety of their students inevitably takes priority over something as relatively esoteric as science education, let alone its reform. For this reason, no matter what else happens, if public schools continue to be denied the resources they need, no reform effort will be sustainable, and the cultural, educational and political spiral we find ourselves in now will continue.
