Exact meaning of WPM and accuracy results

I know that if I don't go back and correct errors, the test results will include a penalty of of so many WPM. So if I do go back and correct the errors, then shouldn't my accuracy 100%? If the results say that I typed 68 WPM with 99% accuracy, does that mean my actual speed was higher, but a penalty is factored in because I had to make corrections? Or does it mean my effective typing speed, inclusive of corrections, was less than 68 WPM?

I do which there was a way to look at the entire text I type, after I type it.
