Slow Start

Does having the "slow start" message popup actually mean the end WPM will be reduced? Or is it just there for decoration?
If it does lower end WPM why include the feature? Virtually no one takes several seconds to find the first key, and even if someone does, why penalize him for that? I often skip quotes I might enjoy typing after a break because I don't want non-genuine speeds to affect my real progress.
What do you fellas think?

Just push F5 and starting again.

Just press esc instead of f5

yes it does decrease your end WPM and no it's not there for decoration. I think the reasoning behind it is that if you read the quote before you type it you'll be able to type it faster
